The Denis Diderot Committee takes note of the announcement by the President of the European Commission, Mrs von der Leyen, of the announcement of the European Union's intention to ban three Russian state channels from all forms of distribution at the destibation of the European Union market.
From the information available, in particular on the Rossiya 1 channel, it is clear that television is used by the authorities of the Russian Federation to spread not only false information about the war in Ukraine, but also incitement to hatred against the Ukrainian people, calls for World War III "against 40 Nazis States", the use of nuclear weapons and the even execution of Western leaders visiting Kyiv.
We are aware that the channel ban measures are debated among European democrats, lawyers and journalists. We do not intend to take a position here in this debate.
For the Committee, the essential question is the possibility for the Russian public to access international news channels, the distribution of which to 15 million Russian households has been blocked since March by two Russian platforms, NTV+ and Trikolor , operating on the Eutelsat 36 E satellites, owned by the French company Eutelsat S.A., whose main shareholder is the French State.
On April 5, the Diderot Committee released a report and a petition asking the European Union to take sanctions against these two platforms, so that Eutelsat S.A. can terminate the contracts with them and recover the capacities of the satellites. to make them available to international news channels, Russian-language channels existing in several European states (including Ukraine) and any independent Russian stations that may be created.
The Denis Diderot Committee's petition was signed by 53 academic personalities, media specialists, jurists, journalists, audiovisual professionals and by all the members of the National Council for Radio and Television Broadcasting, the regulatory authority of Ukraine. Online, it has been signed by more than 1,100 people to date. The petition benefits from the support of several national federations of journalists (Germany, Hungary, Luxembourg, Quebec). The European Federation of Journalists and the International Federation of Journalists have issued an alert to the Council of Europe on the role of Eutelsat S.A. in blocking access to the Russian market for 8 international news channels.
The Denis Diderot Committee reaffirms its call on the European Union, EUTELSAT IGO and the French authorities for European satellites to be used for the dissemination of professional, pluralistic and independent information and not for the dissemination of disinformation, incitement to crime, nationalist hatred, war and genocide.
The leaders of Eutelsat S.A. have made it known that they cannot decide to break their contracts with their Russian customers without a decision from the regulatory authorities. If the European Union wishes to prevent the use of European satellites by disinformation and war propaganda channels, it must specify in its decision that this prohibition also concerns transmission by European satellites whatever the destination. Such a decision would free up satellite capacities for the benefit of free and pluralistic information.

Le Comité Denis Diderot prend acte de l'annonce par la Présidente de la Commission européenne, Madame von der Leyen, de l'annonce de l'intention de l'Union européenne de bannir trois chaînes d'Etat russes de toute forme de distribution vers le marché de l'Union européenne.
D'après les informations disponibles, en particulier sur la chaîne Rossiya 1, il est évident que la télévision est utilisée par les autorités de la Fédération de Russie pour diffuser non seulement de fausses informations sur la guerre en Ukraine, mais également des incitations à la haine contre le peuple ukrainien, des appels à la 3ème guerre mondiale "contre 40 Etats nazis", au recours aux armes nucléaires et même à l'exécution de dirigeants occidentaux en visite à Kyiv.
Nous sommes conscients que les mesures d'interdiction de chaînes font débat parmi les démocrates, les juristes et les journalistes européens. Nous n'entendons pas prendre position ici dans ce débat.
Pour le Comité, la question essentielle est la possibilité pour le public russe d'accéder aux chaînes internationales d'information, dont la distribution vers 15 millions de foyers russe est bloquée depuis le mois de mars par deux plates-formes russes, NTV+ et Trikolor, opérant sur les satellites Eutelsat 36 E, propriété de la société française Eutelsat S.A., dont l'actionnaire principal est l'Etat français.
Le 5 avril dernier, le Comité Diderot a diffusé un rapport et une pétition demandant à l'Union européenne de prendre des sanctions contre ces deux plates-formes, afin qu'Eutelsat S.A. puisse mettre fin aux contrats avec elles et récupérer les capacités des satellites pour les mettre à la disposition des chaînes internationales d'information, de chaînes russophones existant dans plusieurs Etats européens (y compris en Ukraine) et d'éventuelles stations indépendantes russes qui viendraient à être créées.
La pétition du Comité Denis Diderot a été signée par 53 personnalités universitaires, spécialistes des médias, juristes, journalistes, professionnels de l'audiovisuel et par l'ensemble des membres du National Council for Radio and Television Broadcasting, l'autorité régulatrice d'Ukraine. En ligne, elle a été signée à ce jour par plus de 1100 personnes. La pétition bénéficie du soutien de la plusieurs fédérations nationales de journalistes (Allemagne, Hongrie, Luxembourg, Québec). La Fédération européenne des journalistes et de la Fédération internationale des journalistes ont communiqué une alerte au Conseil de l'Europe eur le rôle d'Eutelsat S.A. dans le blocage de l'accès au marché russe pour 8 chaînes internationales d'information.
Le Comité Denis Diderot réaffirme son appel à l'Union européenne, à l'EUTELSAT IGO et aux autorités françaises pour que des satellites européens soient utilisés pour la diffusion d'une information professionnelle, pluraliste et indépendante et non pour la diffusion de désinformation, d'incitation au crime, à la haine nationaliste, à la guerre et au génocide.
Les dirigeants d'Eutelsat S.A. ont fait savoir qu'ils ne pouvaient décider de rompre leurs contrats avec leurs clients russes sans une décision des autorités de régulation. Si l'Union européenne souhaite emêcher l'utilisation de satellites européens par des chaînes de désinformation et de propagande de guerre, elle doit spécifier dans sa décision que cette interdiction concerne également la transmission par des satellites européens quelque que soit la destination. Une telle décision permettrait de libérer des capacités satellitaires au bénéficie d'une information libre et pluraliste.
